Open the 'Path → Path Effects.' panel, add a new effect, look for 'Offset' and set all the parameters to what you want. However, in recent versions there is also the 'Offset' path-effect, which gives pretty good results and a little better control. In previous versions, I've found that the best way to offset a path is by setting the stroke width to double the offset, using 'Path → Stroke to Path' and then going into node-editing mode, selecting a node on the inner sub-path (or outer, depending on offset direction), pressing Ctrl+A and then the Delete-key. To cut less material from green, you'll likely have to offset its path-data outwards. Usually the stroke style does not matter when laser cutting, it only uses the actual path-data, not any visual decorations.
